Cyber Growth Action Plan 2025: final report

A new report, co-authored by RISCS Advisory Board Member Prof Simon Shiu (lead author), RISCS Advisory Board Co-Chair and former RISCS Associate Fellow Dr Ola Michalec, and University of Bristol’s Martin Sadler, along with colleagues at Imperial College London, for the Department for Science, Innovation & Technology (DSIT), provides key insights on the interventions needed to further develop the UK’s cyber security sector.

The final report draws on consultation with nearly 100 stakeholders across the cyber ecosystem, including startup founders, technologists, CISOs, researchers, investors, regional leaders, and government representatives. The report highlights the sector remains undervalued, with untapped potential to strengthen UK resilience, fuel innovation and support long-term economic growth. The report emphasises the need for coordinated action between government, industry and civil society to create a ‘virtuous cycle’ where cyber growth drives resilience, and resilience in turn enables innovation and expansion across all sectors.
